RCMP won't discipline cop who shot N.S. man dead because it neglected review

HALIFAX, N.S. – The RCMP says it won’t impose any disciplinary actions against an officer who fatally shot a Cape Breton man in his own home because it neglected to review the cop’s conduct within its required time frame.
RCMP spokeswoman Brigdit Leger says the force launched a disciplinary review of Const. Jeremy Frenette’s actions in January, weeks after receiving a report by the Halifax police that looked into the 2008 shooting.
But Leger says the review ended shortly after it began once the RCMP realized it did not start the process within a year as required by law.
Frenette shot John Simon dead on Dec. 2, 2008, after he climbed through Simon’s window and confronted the allegedly drunk and suicidal man.
A report by the Halifax police into the incident concluded Frenette didn’t violate any laws and shot Simon in self-defence.
But that same report said Frenette was “in contravention of established RCMP policy,” and that he had received instructions from his supervisor to stay out of Simon’s house.
